The biggest difference between the two tires is the summer tires have a unique tread pattern that helps improve handling. In addition to griping warmer roads, the treads move water away from the tires faster to help reduce the likelihood of the car hydroplaning in the rain.
Compared to the all-season tires, summer tires have far fewer grooves in the treads. Less groves mean more tread, and more tread means better traction and being able to bring the car to a stop faster.
